seekers from a burning boat in the Timor Sea in 2009 are among those to be decorated by
Governor General Quentin Bryce on Monday for "placing the safety and lives of others before

QLD: Alleged gang bashers to stand trial
A group of youths .. accused of brutally bashing an off-duty police officer and his
girlfriend on the Gold Coast .. have been committed to stand trial.
In Southport Children's Court today .. Magistrate BRIAN KILMARTIN's ordered that all
11 youths charged in relation to the incident last year face trial at a date to be set.
Police allege a gang of up to 20 attacked the couple in Coolangatta last November ..
when a 26-year-old woman was punched by a girl half her age and dragged to the ground
by her hair.
Police say the off-duty police officer needed 20 stitches to his head after being knocked
unconscious in the attack.
Eleven youths .. the youngest an 11-year-old boy from West Tweed Heads .. face various
charges .. including assault occasioning bodily harm in company and affray.
The court had previously heard the youths were like "a pack of animals" circling their prey.
Only one of the 11 .. 17-year-old HARLEY LEE TRINDALL .. remains in custody.

NSW:Key witness at Jai Morcom inquest

LISMORE, Feb 10 AAP - A witness named as a person of interest will be the last to give
evidence to the inquest into the death of Mullumbimby High School student Jai Morcom on
Thursday.
The 15-year-old Year Nine student died in hospital from a brain haemorrhage after a
fight during recess at the northern NSW school in 2009.
The hearing entered its final phase on Thursday morning, with closing submissions to
be presented later in the day.
Another person of interest told the inquest on Wednesday he neither punched nor saw
Jai Morcom while he was in the centre of the melee, as he had his head down during the
brawl.
Deputy State Coroner Hugh Dillon is expected to hand down his findings on Friday morning.

Prisoners and stray dogs will help rehabilitate one another following the launch of
a dog training centre in a NSW prison.
Inmates will train neglected dogs in an effort to reduce reoffending while building
employment skills at John Morony Correctional Complex in Berkshire Park in Sydney's west.
Minister for Corrective Services PHILLIP COSTA says the program will give both the
inmates and dogs a second chance.
The prisoners will study a certificate II in animal companion services and will be
responsible for the care of the dogs and their training.

Fed: More mental health funds needed: Hickie
CANBERRA, April 19 AAP - Mental health beds in the latest $1.2 billion federal government
offer aimed at getting its health reforms through are a start but another $250 million
is needed, an advocate says.
State and territory leaders at Monday's Council of Australian Governments meeting in
Canberra have been offered an $827 million sweetener aimed at delivering 800 new sub-acute
beds.
Some of the beds would be in mental health services.
Professor Ian Hickie, executive director of the University of Sydney's Brain and Mind
Research Institute, said the move would stop mental health patients taking up valuable
public hospital beds.
The announcement would get patients out of $1000-a-day beds and into $400-a-day beds
- but another $250 million a year was needed for mental health services in the community,
he said.
"Sub-acute services is great, but we really do expect the prime minister to step up
to the plate now and back mental health," Prof Hickie told Sky News.
"Mental health is the biggest area of health-related disability in this country."
Prof Hickie said he also needed to see the details of the latest announcement to determine
whether the money was a capital injection only, and not ongoing funding.

Qld: Police drive over indigenous woman in a park
An Ethical Standards Command officer is heading for Townsville to investigate an incident
in which Queensland police drove over an indigenous woman sleeping in a park.
The officers .. responding to a callout .. were driving off-road in Central Park on
Thursday afternoon .. when they accidentally ran over the 40-year-old woman .. who was
lying on the ground.
The woman was treated before being taken to Townsville Hospital with leg injuries.
Queensland police have launched an internal investigation .. and the Crime and Misconduct
Commission has been informed.

Preliminary tests show five people in New South Wales suspected of having swine flu
.. have contracted an unidentifiable virus.
Federal Health Minister NICOLA ROXON'S told the Nine Network .. the group .. including
children .. will need further tests to see if they have swine flu.
It's killed at least 100 people in Mexico and spread to other countries around the globe.
Ms ROXON says the government's taking every precaution to make sure Australia can act
quickly to contain cases if they emerge.
She says from five this morning .. medical officers have been stationed at international
airports around the country .. and arrivals displaying flu-like symptoms can be given
medical advice on the spot.

State Liberal leader Will Hodgman said Mr Lennon was "dragging Tasmania's name through
the mud", adding the premier had proved he was "incapable of ... good governance".
"When will Premier Lennon wake up to the fact that Tasmanians deserve better standards
of governance than this? Mr Lennon didn't even sack Mr Kons - he offered his resignation,
although we don't know exactly when," Mr Hodgman said.
"Mr Lennon today continued his blatant evasion of simple questions that go to his knowledge
of the aborted appointment of Mr Cooper as magistrate, and the role that his former departmental
secretary played in that.

offshore drug factories.
JOHN HOWARD has committed 150 million dollars to combat the ice epidemic as part of
the federal government's tough on drugs strategy.
The four-year package includes a major boost to the government's law enforcement efforts
.. more support for non-government rehabilitation services and money for drug education.
At the forefront of the government's plans is an extra 38 million to boost police resources
to tackle the methamphetamine problem at home and overseas .. where much of it's produced.

The authors of a study showing illicit drug use costs Australian business 3.3 billion
dollars a year .. say the law enforcement approach to drugs has failed to protect people
and commerce.
The Australian Drug Law Reform Foundation has released what it claims to be the first
known Australian study to quantify the cost of illicit drug use.
The foundation says drug use in 2003 cost Australian business two per cent of the year's
corporate profits.

The A-League salary cap has been increased from $1.6 million to $1.8 million for the
competition's third season in order to allow for increased squad sizes.
Clubs will have to register a minimum 20-strong playing squad with a maximum of 23
players for the 2007-2008 season.
Each club will be limited to a maximum of four foreign players.
The pre-season cup starts on July 14 and the season proper on August 24 with 2006 champions

The New South Wales Greens want the Independent Commission Against Corruption to investigate
donations made by developers to the state Labor Party.
The Greens claim Labor in New South Wales has received almost nine million dollars
in political donations from developers .. since 1998.
The Greens' 53-page ICAC complaint focuses on decisions made by the state government
about a controversial development at Sandon Point .. near Wollongong.
JILL MERRIN .. the Greens candidate for the seat of Heathcote .. says accepting money
from developers amounts to nothing less than corruption.
Ms MERRIN says it sends a message to the community .. that if you want to influence
government behaviour and decision making in this state .. then pay up.
Planning Minister FRANK SARTOR has announced today he's approved a scaled-back plan
for a 153 million dollar housing and elderly care development at Sandon Point.
Mr SARTOR says the plan's been significantly modified .. to make sure future development
on the site is more sympathetic to the local environment.

Fed: Govt has multi-layered approach to airport security: Truss
SYDNEY, Aug 15 AAP - Security at Australia's regional airports will never be perfect,
but the federal government's "multi-layered" security checks make flying as safe as possible,
Transport Minister Warren Truss says.
Mr Truss today said terrorists were far more likely to strike at the country's larger
airports, where they could inflict "maximum damage".
"While the overall security assessment of Australia is that we're at medium risk of
terrorism, regional airports are rated as low," Mr Truss said.
But he admitted no security regime was perfect, and said the federal government's "multi-layered
approach" to airport security was designed to make flying as safe as possible.
"Firstly, we're spending a lot more money with ASIO and other organisations to identify
threats," Mr Truss said.
"We're putting in place more substantial checking measures at airports."
In addition to this, he said the government had funded the fitting of security doors
to every aircraft in Australia with more than 30 seats.
When questioned about a passenger who had supposedly flown from Melbourne to Sydney
without ever showing identification, Mr Truss told the Seven Network: "Well, that's quite
likely".
"(But) he would have been through a security check at Sydney or Melbourne airport ...
and he would have been subject to the whole range of multi-layered security measures that
are put in place."
Mr Truss also described another incident in which an X-ray scan caught a passenger
who had accidentally carried 10 Stanley knife blades through Karratha airport, in Western
Australia, as "unsatisfactory" and an "offence".
But he added: "Well, people and machines are not perfect."
"But that's why we have other layers of security in place."

The Greens want emergency services boosted along a route where cyanide will be transported
to a new gold mine in central western New South Wales.
The State government has revealed the route the cyanide will take to Lake Cowal ..
near West Wyalong.
It will be railed from Gladstone in Queensland to Chullora in Sydney .. then trucked
to Camellia .. and taken by rail from there to Dubbo before being trucked to the mine.
Greens MP LEE RHIANNON says six-thousand tonnes of cyanide are to travel on that route
every year.
She says emergency services along the route need to be prepared for a possible spill.

DRIVING IS NOT A RIGHT.(NEWS)(Column)
Although I'm only 47, I'm not as nimble as I used to be. So last fall, when a station wagon came rushing at me in a parking lot, I had time only to jump away from the car and sacrifice my cart full of groceries. I am tall, and it was a clear, beautiful day. I and several other bystanders saw the driver heading for the empty parking space I was crossing and yelled at him to stop, but he seemed unaware of us.
In fact, after he hit my cart, he backed up and pulled in again, fast. My cart, which could have been me, was wrapped neatly in half around a light stanchion.
We gathered around the driver and it was clear he was (a) elderly and (b) confused. A store employee who had seen the incident came to check on our welfare and at my insistence called the police and life squad.
Yes, I pressed charges. The life squad said he had medication problems (he was 90) and while I appreciated his desire to have the independence provided by a car, I didn't want to learn later that he had caused a fatality. The officer thanked me for getting involved.
Driving is a privilege, not a right. I had to take a test to get my driver's license; it wasn't handed to me on my 16th birthday.
But not all people seem to see it that way.
I have Meniere's Disease, a progressive illness that will eventually rob me of my driving privileges. I belong to an Internet group of fellow patients and the subject of driving while actively ill or under medication arose. This started one of the most furious fights in the group's history.
Some people's comments reminded me of those old gun-lobby slogans that said I could have their guns when I pried them from their cold, dead fingers. Tough.
I'm glad MADD's feisty mamas made this country get serious about drunk driving, but there are a few more drivers we need to get rid of, besides the ones I've mentioned. How many times have you received medication that had a warning label that said it could affect your ability to operate machinery? Did it occur to you that meant a car, or just an ocean liner? Worse still, did you drink an alcoholic beverage at the same time, which usually increases the drug's potency?
Then there's just plain sleepiness. Maybe you had to work late, stayed up with a sick kid, whatever. But are you alert enough to be on the road? The National Sleep Foundation estimates that sleepiness affects 51 percent of the population.
My particular pet peeve these days concerns the monster vehicles that are eating our highways and fossil fuels - the SUVs, vans and minivans and pick-up trucks.
For one thing, those of us who drive cars which are not fed steroids can't see around you so we can't properly anticipate what's ahead, or if it's safe to turn. I also wonder why it's possible to own one of these behemoths without having to pass a special driving test to show that you can handle its weight, height and other inherent qualities.
I have two simple answers for this mess.
Doctors should be mandated to write ''Do Not Drive'' prescriptions for patients when they have certain illnesses or are on special medications.
Establish periodic, mandatory, driver re-testing.
As I mentioned at the beginning of this column, I know my reflexes aren't as good as they were when I was 16 and got my license. I'm sure a serious look at accident statistics vis-a-vis causes and driver ages would suggest a time pattern. This is one government service that should grow and can pay for itself with testing fees.
(In Ohio you can take action against a driver you believe should be off the road. Send a letter to the Bureau of Motor Vehicles, to the attention of the medical department. However, if they are asked, they will tell the person being investigated who made the complaint.)
Attitudes and licensing laws have to change. But so does public transportation, and the notion of sharing rides. Very few cities, including ours, have convenient mass transportation systems, so people feel forced to drive. We need to expand our transportation choices.
Think about ''road rage.'' Could it really be about impaired drivers? Let's take action and make the roads safer. I'm sick and tired of close calls when I venture beyond my driveway.

According to Mediaset, around 10 million households in the nation are expected to get IPTV (Internet Protocol television) and cable services in the next five years. WALES is lagging a year behind the poorest county in England in developing super-fast broadband, leading to complaints from small businesses who claim they are at a disadvantage compared to firms elsewhere in the UK.
Cornwall's broadband programme is estimated to be a year ahead of Wales', which is already significantly behind Northern Ireland's.
Late last year the Western Mail revealed how the Welsh European Funding Office (WEFO) had omitted to include investment in high speed broadband infrastructure in its application for top-level EU aid before the current programme began in 2007. Plaid Cymru leader Ieuan Wyn Jones - then the Economy Minister - told us last November that WEFO had eventually got EU clearance to include high speed broadband in the Welsh aid programme in 2009. At the time Mr Jones said procurement for the Welsh roll-out would proceed in spring 2011. Yet the contract has still not been put out to tender.
In Cornwall, the county council announced a partnership with BT last September that is committed to connect up to 90% of businesses and homes to super fast broadband by 2014. The two partners established a joint control centre on a business park near Redruth from which the roll-out strategy is implemented.
Small businesses in areas that would have been too remote to get broadband installed commercially say their operations have been transformed by the much higher internet capacity they can now achieve.
Rhiannon Fraser, originally from Brecon, now manages a large family-owned estate in Cornwall that includes an area for camping as well as residential retirement caravans. She said: "Superfast broadband is a terrific boost. Our previous broadband connection was 'super-slow' at less than one megabyte per second. We are now enjoying speeds that are an incredible 50 times faster.
"This has revolutionised the amount of time it takes to upload images to our website, as well as making it far easier to send large files. For example, previously we would have downloaded accountancy files to disk and driven them to our accountant. Now we can simply email them across at lightning speed."
Mrs Fraser said having high speed broadband had opened her eyes to new ways of promoting the estate to customers. Having a wifi zone also made the site more attractive to holidaymakers, who increasingly expect to be able to use the full range of communications technology.
Another Cornish business, Orbiss, has been able to speed up and expand the online delivery of video entertainment packages to hotels.
Simon Evans, spokesman for the Federation of Small Businesses in Wales, said: "The emergence of the internet and the potential this holds for entrepreneurship and growing small businesses is enormous. The low set-up costs and instant access to the global marketplace make this revolution particularly suited to small businesses, especially in rural areas. However, many areas in Wales, especially rural areas, are being let down by poor infrastructure and slow broadband speeds. Broadband is not an added luxury but an essential utility such as water and electricity.
"We welcome the commitments to broadband coverage for Wales by the previous Welsh Government, and would welcome further information on timescale, as other parts of the UK have set ambitious plans for implementation and Wales does not want to be left behind. We would also seek clarity with regard to where responsibility for implementing this will sit, either within the Welsh Government, or within the new ICT Sector Panel."
A Welsh Government spokeswoman said: "The Welsh Government has a strong track record of investing to increase the availability and take-up of broadband in Wales. Our Broadband Support Scheme is addressing basic connectivity issues for individuals and entire communities. Work is also under way to bring high speed broadband to every home and business in Wales by 2015."

20 May 2011 - LinkedIn's (NYSE:LNKD) shares jumped strongly on their debut on Thursday, trading as high as 173% above the listing price of USD45 (EUR31) at one point, the Financial Times reported.
The performance is indicative of pent-up appetite for the Facebook breed of online social networking businesses and is forecast to be followed by a string of flotations of other such companies. However, it also prompted warnings that another dotcom bubble could be forming.
The shares closed at USD94.25, up 109%. This is the biggest first-day gain for a US company since 2006, according to Dealogic, although it is well below the record spikes of over 600% witnessed at the peak of the Internet bubble in 1999.
At USD94.25, the business-focused networking website was valued at USD8.9bn, which is 36 times last year's turnover.

Qn: There are quite a few other tools that achieve similar functionality. What's your USP?
Actually, there aren't many other tools. GaragePay is one tool that comes close (and something that works). But it's only for Mac. There is TeraPeak which is web based and does a lot of analytics. But it does not provide details of items sold in each transaction. BalanceBar - which came three weeks ago - only shows PayPal balance and is only for Mac.
Tools like Mint / inDinero / LessAccounting / Xero (and the whole personal finance gamut) can import PayPal data, but they are all "expense tracking" focused and do a lousy job at understanding currencies. So they don't understand the difference between USD and INR and treat them equally. Imagine your sales figure in lacs because you made a withdrawal in INR.
Now that we've looked at competition, let's come to USP.

The real hassle is getting FIRCs from Deutsch Bank - but that's another thing. And I surely believe the axe will fall on 2Checkout / others in future as well. PayPal is still a very good, viable option for Indian merchants.
I also believe that majority of Putler customers will be from outside India. So far, we have people from around the world.
Marketing the product sitting in India - is a challenge in itself. It wasn't a problem for my earlier products since we piggy backed on activeCollab. But this time it's a new turf. I am currently trying to get in touch with tech blogs to profile Putler. Will be pursuing influencing individuals next. Possibly other avenues as well. But I think I should speak more on this once I have had some success!

"As smartphone use has exploded in popularity the need for well designed mobile retail websites has grown exponentially. How Retailers Can Use Keynote's Smartphone Index
The Keynote Mobile Commerce Index is designed to collect data representing a wide range of mobile users. Data is collected for each site emulating four different mobile devices over four wireless carrier networks at four US cities. The overall load time (seconds) and success rate (%) are the aggregated results of each site. The most significant global trend in financial services is its evolution from a sales-oriented business to a true marketing-oriented business, said an official LIMRA International.
"Unfortunately, we have for years used to the terms `selling' and `marketing' interchangeably, or have commented that terms such as `marketing oriented' are nothing more than business school jargon," said Walter H. Zultowski, senior vice president, LIMRA International.
He cautioned that this trend is much more than business school jargon and to "ignore it is to do so at great business peril."
Mr. Zultowski offered his thoughts on life insurance marketing during a speech at the recent annual meeting here of the Watford, England-based LIMRA Europe.
This trend will not influence the products and services provided, but will also significantly change the way "we deploy distribution resources to deliver our products and services."
What has changed such that industry needs to change its focus from sales to marketing? Mr. Zultowski said four major factors are driving the change:
* Market fragmentation. "The markets for our products and services are much more heterogeneous and complex than ever before," he said.
"A one-size-fits-all sales strategy has been fitting fewer and fewer people in the world/s more developed markets since the end of the second World War."
* Increasing consumerism in financial services and the resulting regulation. "This trend is manifested in such issues as financial strength and solvency, market conduct, commission and cost disclosure, and probably persistency and customer conduct."
As an example, he said that market conduct will evolve from the obvious issues of deceptive sales practices to the more subtle question of suitability, or whether the product sold fits the needs and lifestyle of the buyer,
* Technology. He suggested that technology, combined with consumerism, will drive commission and cost disclosure regardless of whether it is required by regulation.
In fact, regulations are often passed that legitimize what has already occurred in the marketplace as a result of competition, Mr. Zultowski said.
"Technology also will have a direct influence in driving us to become marketers," he added. "For increasingly, and over time, electronic commerce will provide another avenue by which certain types of consumers will buy certain types of products."
An increasing number of consumers will want to buy direct via electronic commerce, he explained in an interview, "As a result, companies will have to identify consumer-buying preferences."
The question is whether technology will replace or supplement the intermediary, he told the LIMBRA audience.
While some say that a machine could never replace a person in financial planning, others say that person and machine will merge in the future, as a "cybermediary," Mr. Zultowski said, nothing that some agents eventually will figure out how to market via the Internet.
* New competitors. He said he wasn't referring to other insurers nor to organizations from other sectors of financial services such as banks or investment firms, which "don't seem so non-traditional any more."
"I'm referring to organizations from outside of financial services [which] are looking to our industry as a good place to deploy capital," he said, pointing to retail groups or manufacturing companies that have ventured into financial services, such as Sony in Japan and General Electric or Microsoft in the U.S.

He predicted a future where new players will enter the market and radically change and reinvent our basic business franchise."
It follows, Mr. Zultowski said, that this evolution to a marketing-oriented business will have significant implications on products, the way markets are viewed and how distribution resources are deployed.
For example, Mr. Zultowski said, this new world of marketing will test the value that companies provide to their distributors.
In the eye of the consumers, the true value-added features--products and services--are provided at the level of the local distributor, he said.
"Thus, the challenge for companies will be to see how far down in the marketing chain they can provide value to their distributors," which helps gain and keep customers, he said.
Currently, many insurers provide sales support, rather than marketing support, he explained.
In the future, most value-added features in the consumer's eyes will continue to be developed and provided by entrepreneurs at the local distributor level. However, he added, companies will able to provide assistance in the area of market segmentation and target marketing.
He made another point about the changing marketplace. While one of the hottest current issues in the business today is the management of multiple distribution channels, that is likely to become even more of a problem in the future.
Currently, many companies are attempting to manage this issue by keeping the different distribution systems separate, or separating them by geography or by consumer demographics, Mr. Zultowski said.
But, he added, these are only temporary solutions. "As we increasingly recognized buyer preferences in the way in which we market, these buying preferences will cross demographic and geographic lines."
So, this issue is likely to become ever more continues, he said, "as competition in the marketplace drives us to offering differently priced products through different distribution channels."
